Who We Are

 

The Uganda Library and Information Association (ULIA) is the national professional body that represents and brings together library and information science (LIS) professionals in Uganda. The Association serves as the central platform for individuals and institutions involved in the creation, management, and dissemination of information.

ULIA’s membership spans a wide range of professionals, including those in library science, information science, records and archives management, as well as all individuals and organizations committed to advancing access to information and knowledge.

Our Background

ULIA has a rich historical foundation rooted in regional collaboration and professional evolution. The Association was initially established as the East African Library Association (EALA) in 1957. Following the collapse of the East African Community, it was reconstituted as the Uganda Library Association (ULA) in 1972, and later evolved into the Uganda Library and Information Association (ULIA) in 2001.

Since its establishment, ULIA has been committed to building a strong, united, and democratic professional body that actively contributes to the development of library and information services in Uganda. The Association also engages in regional and international professional discourse to ensure that Uganda’s LIS sector remains relevant and globally connected.

Our Mandate

ULIA exists to strengthen and advance the library and information profession in Uganda through:

  • Uniting library and information professionals, institutions, and stakeholders
  • Promoting standards and best practices in library and information services
  • Advocating for supportive policies, legislation, and professional recognition
  • Supporting education, training, and continuous professional development
  • Promoting access to information and freedom of expression
  • Encouraging research, publishing, and knowledge sharing
  • Building partnerships and collaborations locally and internationally
  • Mobilizing resources to support the growth of the Association and the profession

To be the leading advocate for public’s rights to access and use of information for national development and global engagement.

To provide leadership in LIS profession in advocating for information services in support of;

  • National and international development;
  • Collaborative initiatives to strengthen library and information science related communities;

  • Promoting information access and use.

Our Role in National Development

ULIA plays a critical role in supporting education, research, and informed decision-making in Uganda. By promoting access to information, strengthening professional capacity, and advocating for the LIS sector, the Association contributes to national development and the growth of a knowledge-based society.
